| 本研究基于四川省491份调查数据，运用多元有序Logistic模型分析引导型规制、激励型规制、约束型规制对生猪养殖户粪污资源化利用行为的影响。结果表明：样本区生猪养殖户粪污资源化利用率较低，完全资源化处理的养殖户仅占30.96%；资源化处理方式主要为沼气发酵，非资源化处理方式主要是直接还田。生猪养殖户粪污处理环境规制力度相对较弱，存在培训覆盖不全、补贴金额较少、监督检查“缺位”等问题。引导型规制、激励型规制和约束型规制均显著正向影响养殖户粪污资源化利用行为，且存在养殖规模异质性和区域异质性；养殖户的教育程度、党员身份、风险偏好以及养殖年限、养殖收入占比，均对其粪污资源化利用行为具有显著正向影响。基于此，应加强粪污资源化利用知识宣传与技术培训、加大粪污处理资金补贴和监督检查力度，因场制宜实施环境规制，从而不断提高粪污资源化利用水平，促进生猪产业绿色发展。 |

| Based on 491 survey data in Sichuan Province, the influence of guiding regulations, incentive regulations and restraining regulations on the utilization behavior of pig farmers' manure resources was analyzed by using multivariate ordered Logistic model. The results show that：the resource utilization rate of pig farmers in the sample area is low and only 30.96% of the farmers are fully resource treatment. The main resource treatment method is biogas fermentation and the vast majority of the non-resource treatment methods use direct return to the field. The environmental regulations of manure treatment for pig farmers are relatively weak and there are still problems such as incomplete coverage of training, small amount of subsidies and lack of supervision and inspection. Guiding regulations, incentive regulations and restraining regulations all have significant positive impacts on the utilization of manure resources by pig farmers and there is heterogeneity in farming scale and regional heterogeneity. Farmers' education, party membership, risk preference, as well as the number of years of farming and the share of farming income, all had a significant positive effect on their manure resource utilization behavior. Based on this, the government should strengthen the knowledge propaganda and technical training on the utilization of fecal waste resources, increase the subsidies for fecal waste treatment and the supervision and inspection, and implement environmental regulations according to the conditions of the farms, so as to improve the level of fecal waste utilization and promote the green development of the pig industry. |
