      为厘清城乡交错带较为复杂人地关系的主要矛盾,寻求适宜的调控策略,本研究以山地丘陵区——重庆市为研究对象,遵循“空间识别-功能评价-类型划分-分区调控”的研究逻辑,利用ISO聚类非监督分类、K-means算法等对重庆市城乡交错带开展研究。结果表明:城乡交错带总规模2 378.18 km2,在城镇化程度较高的主城都市区占近80%,而在城镇化程度相对较低的渝东北三峡库区、渝东南武陵山区仅约为20%。受山地地形限制或水域分割的影响,城乡交错带在中心城区多呈“块状充填”、在其他区域多呈“不均衡环带”的空间分布特征。不同类型区城乡交错带土地利用功能异质性较强。受地形及城镇发展水平影响,主城都市区的中心城区城市发展功能较突出,其外围主城新区乡村生产功能较突出,渝东北、渝东南等因地形地貌约束生态保育功能较强。基于评价结果和国土空间规划发展导向,可将城乡交错带划分为城镇发展融合、农业发展主导、生态保育保护3 种类型区,分区采取差别化的土地综合整治调控策略为不同类型城乡交错带土地利用主导功能的实现提供了工程路径。研究结果可为山地丘陵区城乡交错带国土空间规划利用、管理调控和有效治理提供参考和借鉴。

      In order to clarify the main contradictions of the more complex human-land relations in the urban-rural fringe, and to seek appropriate strategies to regulate the contradictions. This paper takes Chongqing City, a mountainous and hilly area, as the research object, follows the research logic of“spatial identification-functional evaluation-type classification-zoning regulation”, and utilizes ISO clustering unsupervised classification and K-means algorithm to conduct research on urban-rural fringes in Chongqing. The results showed that the total size of urban-rural fringes was 2 378.18 km2, accounting for nearly 80% in the main city metropolitan area with a high degree of urbanization, and only about 20% in the Three Gorges reservoir area in northeastern Chongqing and the Wuling Mountain area in southeastern Chongqing, where the degree of urbanization was relatively low. Due to the restriction of mountainous terrain or the influence of water segmentation, the urban-rural fringes were mostly“block-filled”in the central urban area, and“unevenly ringed”in the rest of the area. The land-use functions of urban-rural fringes in different types of districts were more heterogeneous. Influenced by the topography and the level of urban development, the urban development function of the central urban area of the main city metropolitan area was more prominent, and the rural production function of the main urban new area was more prominent, and the ecological conservation function was stronger in northeastern and southeastern Chongqing due to the constraints of topography and geomorphology. Based on the evaluation results and the national territory development orientation, the urban-rural fringe could be divided into three types of zones:urban development integration, agricultural development dominant, and ecological conservation and protection. The adoption of differentiated land comprehensive consolidation regulation strategies by zones provided engineering paths for the realization of the dominant functions of land use in different types of urban-rural fringes. The results of the study can provide references for land space planning and utilization, management and regulation, and effective governance in urban-rural fringe in mountainous and hilly regions.
